The Organizing Committee of the International Public Tribunal for crimes of Azerbaijan made a Commentary on October 24, 2020.
The Organizing Committee of the International Public Tribunal for crimes of Azerbaijan (IPTCA) considers that fragmentary assessments will not yield any results without a comprehensive approach to the Karabakh problem and a full-fledged qualification of crimes of genocide committed by Azerbaijan and Turkey. Unfortunately, instead of an integrated approach, only single events are being reviewed outside the general panorama of its historically formed behavior over the course of the century. This method of analysis and assessment of Azerbaijan’s policy is not able to reveal the true essence of the third war of conquest against the Republic of Artsakh unleashed by Azerbaijan and Turkey since September 2020.
There have been several materials recently that are worth highlighting: speeches by the presidents of Russia, Armenia and Artsakh, initiatives of international groups that emphasize the crimes of Azerbaijan. However, they unfortunately do not fully cover the problem.
For instance, N. Pashinyan in 25 interviews with leading media outlets from different countries[1] and A. Harutyunyan in his address on October 23[2] spoke only about the threats of genocide, and not about the acts actually committed in the past since the formation of Azerbaijan and the ongoing genocidal acts.
V. Putin spoke about “cruel crimes”[3], as did Tomasz Lech Buczek in his online petition[4], which was signed by more than 70 thousand people in three weeks. However, they confined themselves only to Sumgait and Nagorno-Karabakh and did not qualify the crimes in accordance with the UN Convention of December 9, 1948.
The statement of 78 genocide scholars from 21 countries dated October 22, 2020[5] states Azerbaijan’s intention to commit genocide, but again, there is not a word about the facts of genocidal crimes committed since 1918.
The article published by the Genocide Watch organization on October 23[6] shows the connection between the crimes of Azerbaijan at the beginning of the 20th century and the current ones, but their list is insufficient (See Crimes of Azerbaijan before 1990[7] and after 1990[8])
None of these publications covers the problem fully or reflects the responsibility of external forces, Europe above all, which have made illegal and short-sighted political decisions, for the catastrophic development of events. In fact, the authors do not point out the ideology underlying the crimes, i.e. radical Pan-Turkism, Pan-Turanism.
The Organizing committee of IPTCA welcomes the efforts by part of concerned leaders of different countries, international organizations, scientists and public figures against the war and crimes of Azerbaijan, and at the same time calls for an integrated approach to the problem resolution, reflected in the List of recommended publications[9]. Only a full disclosure of t Azerbaijan’s and Turkey’s genocidogenic essence, the presentation of an undistorted true image of the Karabakh conflict can lead to practical results, and not another “frozenness” of the conflict for some time with subsequent relapses.
