Annotation

The author points to the responsibility of world power centers for multiple genocide acts committed by Azerbaijan during a century. The historical facts by itself shows even to blind an absolutely predictability of the future genocide attempts and crimes that can be realized by this country.

The historical stages of genocidal behavior Azerbaijan are rooted in its political culture. The overview and analysis of this behavior in the context of external factors stimulating its formation reveals the responsibility of world power centers for genocide acts.

Exemption from punishment of criminals on the grounds of political expediency is essentially aiding in the commission of these grave crimes, which can cause a pandemic of mutual intolerance and aggressiveness of peoples and states. The responsibility for preventing such a world development perspective lies primarily with the powers that be, and their status in the UN Security Council directly points to this mission of theirs.
