On December 28, 2020, documentary protocols on war crimes committed by the Armed Forces of Azerbaijan were signed by Human Rights Defender Arman Tatoyan and transferred to the Prosecutor’s and the Police Offices in Armenia, as bodies of general jurisdiction.

These reports refer to the tortures of Armenians by the Azerbaijani Armed forces, including beheadings, inhuman treatment, abuse of the bodies of victims, amputation of body parts, etc.
Along with reports, 223 objective evidences were submitted to state law enforcement agencies: videos and photos, as well as a detailed analysis of this evidences.
103 videos were translated from Azerbaijani or Turkish into English and Russian, with translations presented in the form of subtitles, identification was done of personalities in the videos.
The videos were marked with the logo of the Human Rights Defender of Armenia in order to confirm the accuracy of the information.
Legal confirmation and analyze were done for 120 photographs, including those related to the illegal access by the Azerbaijani military to the personal accounts of Armenian prisoners of war in social networks and their illegal use.
The reports included the following main sections:
1) intentional killing of prisoners of war, civilians and wounded;
2) torture of prisoners of war and civilians, inhuman treatment;
3) desecration of the bodies of those killed;
4) the use of jihadists and terrorists in the war against Artsakh;
5) the use of weapons of mass destruction containing prohibited chemical elements;
6) illegal use by the Azerbaijani military of the personal accounts of Armenian prisoners of war in social networks;
Let’s see what the started process will show. As far as we know, this is the first attempt by the Ombudsman to present a report of this kind.
This tremendous work has been done thanks to the efforts of the staff and specialists of the Ombudsman’s Office.
On December 26 within the framework of the visit to Moscow, the Human Rights defender of Armenia, Mr. Arman Tatoyan, together with the Ambassador Extraordinary and Plenipotentiary of Armenia to Russia Mr. Vardan Toghanyan, met with the Deputy Minister of Foreign Affairs of the Russian Federation, Mr. Sergey Vershinin.
The parties of the meeting discussed a number of issues related to the protection of human rights.
During the meeting, Mr. Arman Tatoyan emphasized the high-level and trustworthy relations with his Russian counterpart Ms. Tatiana Moskalkova, the Commissioner for Human Rights in the Russian Federation, as well as the joint work for the protection of the rights of citizens of the two countries.
