April 10, 2021 – Day of Remembrance for the victims of the massacre of the Armenian population in the village of Maragha committed by Azerbaijan. A number of public organizations, together with refugees from Maragha, held discussions these days. One of the discussions was over the Internet in St. Petersburg with participants from different cities. In particular, a critical open Appeal to the UN, EU and UNESCO was adopted.
From April 10, 2021 begins the countdown to the 30th anniversary of one of the gravest crimes of genocide committed by Azerbaijan against the Armenian population of the village of Maragha in 1992. Repeated offenders and their patrons, every day convinced of impunity, continue their sophisticated atrocities in different forms and at different levels. The families of refugees from Maragha, having settled in the village of Novaya Maragha, were again expelled in the fall of 2020 as a result of a treacherous attack by the terrorist coalition of Azerbaijan, Turkey and jihadist groups.
Since 1992, only in connection with the atrocity in Maragha (and with its mention), many Appeals have been sent to the UN, EU and other international structures: from the authorized bodies of the Republic of Armenia, from the Republic of Artsakh, from various international organizations, experts, dozens of eyewitness accounts, articles, videos have been published. In November 2021, the historical fact of the massacre of the Armenian civilian population in the village of Maragha was noted in the Resolution of the French Senate.
Three decades is quite enough time to draw conclusions. The main conclusion is the failure to fulfill their statutory missions by many international and supranational structures, including the UN, EU, UNESCO… Three decades of silence, ignorance, imitational half-measures, actual inaction. Meanwhile, these international structures are called upon to protect peoples and prevent crimes. Therefore, such their inaction for tens of years in relation to the numerous crimes of genocide committed by Azerbaijan, we assess as moral genocide, as aiding and complicity.
Instead of practical measures to implement the UN R2P (“Responsibility to Protect”) principles, there is, in fact, their discrediting. The essence of the Karabakh problem was distorted from the very beginning by the European Union, and then by other international and intergovernmental organizations and the media. The cost of this perversion is tens of thousands of deaths and the justification of continued crimes.
With the support of Turkey and other actors, Azerbaijan poses not only a “local” threat to the Armenian people and all indigenous peoples of the South Caucasus. Bribery and daring crimes abroad have become a regular occurrence. Ties with radical Islamist groups from Libya to the Middle East and Afghanistan are a global threat. The genocidal machine spawned by the genocidal culture of Azerbaijan, encouraged by certain external forces, is four-headed: killing people, killing culture, killing the truth and generating murderers through a misanthropic ideology.
On the eve of the 30th anniversary of one of the bloody atrocities of Azerbaijan in Maragha, we call on the leaders of the relevant international structures to turn to face the truth, condemn crimes and effectively support practical efforts to prevent recurrences and protect the rights of the Armenian and other autochthonous peoples from the pan-Turan genocidal machine, which, having a global character, threatens civilization as a whole.
