To acknowledge the fact of Armenian Genocide in Azerbaijan
This year, 2017 is 30 years since the beginning of the first forced mass exodus of Armenians from Azerbaijan, of the heroic Armenian village Chardakhlu.
Chardakhlu was the forerunner of Sumgait, the forerunner of the Big atrocities of Azerbaijan and the Great exodus of hundreds of thousands of Armenians who were expelled from their homes, from their land. The entire period since 1987, the authorities of the Soviet Armenia, and three presidencies of the Third Republic, all 14 prime ministers kept half measures policy, half-truths – they denied and continue to publicly deny the Armenian Genocide in Azerbaijan. This policy is directly linked to the defeatist toothless foreign policy of Armenia connected with the Artsakh Republic.
This sabotage to national interests continues not 30 years, but for a century – since the artificial formation of genocidal-terrorist criminal state Azerbaijan.
It is an outrageous fact that the adding of the day of February 28 in the official list of memorable days in Armenia took place only 17 years after the massacres in Sumgait. We began to speak out about Genocide in Turkey after many decades. The Armenian authorities have recognized the Genocide of the Greeks and the Assyrians a century later it had happened. It has been six years since the Armenian parliament ignored two bills on the recognition of the “ordinary” Armenian Genocide in Azerbaijan. Due to the flawed policies of the authorities the information on this theme is reflecting in media and to the public only just a few days in February and once a year.
We have no moral right to expect from other countries and international organizations a recognition of the truth if we allow the authorities to remain under external pressures and unacceptable short-term considerations, to occupy a sly two-faced position and to betray for decades the Truth of own history.
The Armenian Genocide in the two Turkish states Azerbaijan and Turkey is a single process. Genocidal policies in these countries, taking different forms, did not stop for the day during all the years, especially since the late 1980s.
It is essential to make an act of recognition by the current composition of the Parliament of Armenia – in the 30th anniversary of the first exodus of Armenians from Azerbaijan, to the date of February 28 and before the termination of powers of the current Parliament. It is a great sin not to fulfill their duty and to pass it to the new composition of the National Assembly, which will be elected in April.
We, the undersigned, had studied and written about the subject of Armenian Genocide in Azerbaijan for the years, had received a support from the general public, were trying individually to change the erroneous and harmful for the whole Armenians authorities’ attitude. Hereby we unite our voices in a one and do demand from the Armenian authorities to change the misguided policy and to take the effective, immediate and unconditional steps on a legislative basis, in particular:
– for the Parliament – to acknowledge the Armenian Genocide in Azerbaijan with the bloody phases in 1918-20 and 1988-92,
– for the Prime Minister – to approve the composition of the working group to develop a state program and information policy on this subject, which in particular must provide for the inclusion of the theme of the Armenian Genocide in Azerbaijan into a Genocide studies discipline in the universities of the country and the preparation of relevant specialists,
– for the President – to apply to the UN, various countries and international organizations demanding the recognition of the Armenian Genocide in Azerbaijan and to condemn the continued genocidal policy of this country, to the International Court with a claim on the topic, as well as – to issue a decree on the procedure and the ritual of commemorating of the victims of the Armenian Genocide in Azerbaijan by official foreign representatives who come to Armenia.
