Statement of the Standing Committee on Foreign Relations of the Nagorno Karabakh Republic National Assembly in connection with the 26th anniversary of the massacre of the Armenian population in the city of Baku
From 13 to 19 January, 1990, Azerbaijani authorities have organized and carried out massacres of the Armenian population in Baku. About a quarter of a million local Armenians were subjected to violence, massacres and deportation only because of their ethnicity. As a result, the city has been completely cleared off Armenians. The real estate and movable property of thousands of Armenians in Baku was looted and confiscated. More than 400 Armenians have become victims of violence as assessed by international human rights organizations.
Facts of violence that took place in those days in Baku were the continuation of pogroms of Armenian population in Sumgait in February 1988 and in other towns of Azerbaijan populated by Armenians that have not received proper condemnation. The pogroms of Armenian population in Azerbaijan were carried out with the knowledge and connivance of the Soviet leadership. All this at the state level has been extended to the territory of Nagorno Karabakh.
Azerbaijani authorities not only distort the essence of the “Black January”, but also keep silent and pass to oblivion the story of “the capital of three massacres”, trying to hide the obvious consequences of massacres in Baku in 1905, 1918 and 1990 and the policy of genocide against Armenians in Azerbaijan.
The terrible massacre of Armenians in Baku has not been adequately evaluated yet. Moreover, taking advantage of impunity, for the past twenty-six years the leadership of Azerbaijan has been consistently implementing state policy of hatred towards Armenians, which is accompanied by regular ceasefire violations and threats of a renewed war.
Paying tribute to the memory of innocent Armenian victims of massacres and forced deportation in Baku and condemning all manifestations of xenophobia, extremism and terrorism, the National Assembly’s Standing Committee on Foreign Relations of the NKR,
–confirms, that the Armenian pogroms in Baku fully comply with the legal wording of the Crime of Genocide, established by the UN Convention “On Prevention of the Crime of Genocide and Punishment” in 1948;
– affirms that the Nagorno-Karabakh Republic will be consistent in bringing the organizers and perpetrators of the genocide of Armenians in Azerbaijan to justice in accordance with international standards;
– calls upon the civilized community and parliamentary structures to condemn the mass pogroms of Armenians in Baku and give a legal assessment of the events.
