Statement of the Parliamentary Group and Factions of the NKR National Assembly in connection with the 25th anniversary of the massacre of the Armenian population in the city of Baku

On January 13-19 mass killings of the Armenian population were organized and carried out on a state level in Baku the capital city of Azerbaijan. Only because of the nationality 400 thousand people of the Armenian community have been subjected to violence, massacres and expulsion from the city. International law enforcement organizations indicate the number of victims, more than 400 people, including old men, women and children.
The 1990 January events in the city of Baku were a repetition of the violent scenario, which was implemented in February 1988 in Sumgait but to an incomparably larger scale, resulting in no more Armenians in the city.
Mass pogroms of the Armenian population in Baku and their forced displacement fully correspond to the concept of “genocide”, approved within the legal framework of the “Convention on the Prevention and Punishment of the Crime of Genocide”.
Terrorism, organized on a state level also went on in Nagorno Karabakh, where the ruling clique of Azerbaijan from April to August 1991 carried out the military operation “KOLTSO” against the overwhelming majority of Armenian population, as a result of which 24 Armenian villages were emptied, burned and destroyed and a lot of people were killed.
Violent evictions and mass extermination of the Armenian population of Artsakh, according to targeted policy of Azerbaijan, did not happen only because of self-defense army of Artsakh.
25 years have passed since the violent eviction of the Armenian population from Baku. And tthroughout this whole period, Azerbaijan cynically distorts events of the “Black January” 1990, trying to erase from the pages of history traces of a policy of genocide of the Armenian population of Baku.
Bowing our heads before the victims of the massacres in Baku, violently deported innocent Armenians and the memory of those killed in the Artsakh war, we
- condemn the ethnic intolerance, xenophobia – any manifestation of extremism.
- assure that the Republic of Artsakh will continue to strongly demand to bring Azerbaijan to justice for the crimes, pogroms of the Armenian population, murder and war crimes against the civilian population, in accordance with international law.
- urge the United Nations, the Council of Europe, co-chair countries of the OSCE Minsk Group, to condemn the massacres of Armenians in Baku, giving them a legal giving them a legal assessment. This is not only the right but also the duty of the international structures because genocide is a crime against humanity.
