Resolution

of the first International scientific practical conference on September 14-17, 2018

“Baku 1918. Continuation of the Armenian Genocide”, dedicated to 100-th anniversary of the massacres of Armenians in Baku in September 1918.

The participants of the Conference

consider that:

• The Conference on September 14-17, 2018 in Yerevan and Stepanakert was an important stage in the rethinking of the 100-year-old genocidal policy of Azerbaijan.
• It is advisable to have a full-fledged official legal recognition by the Republic of Armenia and the Republic of Artsakh of the fact of the continuous genocidal policy of Azerbaijan in various forms from the first day of its foundation in 1918 against the Armenian and other autochthonous peoples of the Eastern Transcaucasia, as well as the facts of repeated genocidal crimes against the Armenian people Azerbaijan’s side at various stages for a whole century. This policy and these crimes Azerbaijan conducted and continues with the support of Turkey and based on the ideology of radical racist-nationalist pan-Turkism.
• It’s time to call things by their proper names: Azerbaijan is a genocidal state.
• It is desirable to fully introduce the topic of the Armenian Genocide in Azerbaijan in the agenda of the foreign policy of Armenia and Artsakh, as well as in the agenda of the Azerbaijani-Artsakh (Karabakh) issue.

The Conference recommends that the authorities of Armenia and Artsakh, together with the scientific and expert community, as well as public organizations, to develop a national strategy and program of actions on the international recognition of the Armenian Genocide in Azerbaijan as part of a single process of genocide in the Turkish states: the Ottoman Empire, the Republic of Turkey and Azerbaijan.
