Respected Chairman of the National Assembly,

respected deputies,

February 28 is the Day of Memory of the victims of the atrocities of Azerbaijan against the Armenian people. Unfortunately, the previous authorities have not taken the necessary and sufficient steps, and this topic in many ways continues to be at an unworthy level even so many decades after the hell in Sumgait, Kirovabad, Baku and other cities.

We urge to organize in February a Parliament hearings, for which we will be able to prepare together, taking into account the opinions expressed in the Hearings in February 2018, taking into account the reports and conclusions of the first international scientific-practical conference on the theme under the auspices of the Academy of Sciences of Armenia in September 2018 in Yerevan – in order to make an important step forward to the level that will meet the national interests of Armenia and Armeniancy, as well as our national dignity.

For this purpose, during the Hearings, we propose to create a mixed parliamentary-public commission, which that was earlier repeatedly proposed in letters to the prime minister (June 12, July 6, 2018, etc.)

We call on representatives of all branches of power to come to the khachkars at the Tsitsernakaberd Memorial complex on February 28 to honor the Memory of the victims of atrocities in Azerbaijan.

The Public Movement for studying, informing the world community and international organizations, for the correct legal and political assessment of all crimes of Azerbaijan in the complex, this Movement, developing in the light of the UN R2P principles and guidelines on the responsible participation of civil society in preventing atrocity crimes, is already becoming an international factor.

Therefore, it is now, at the stage of cardinal reforms in Armenia, that the participation of state bodies in this process is important, since the main idea of the “velvet revolution” is that the state should be with the people.
