This year is the 100th anniversary of the massacres of Armenians in September 1918 in Baku made by the genocidal tandem of Turkey and Azerbaijan. The massacre was not only in Baku itself, the troops of Turkish general Nuri-pasha on their move to Baku had destroyed dozens of Armenian-populated villages and killed many thousands of peaceful Armenians.
We consider it necessary that the members of the Parliament of the Republic of Armenia, at the beginning of the upcoming session on September 6, pay a minute of silence to the Memory of tens of thousands of our ancestors killed. We call upon the deputies to consider this proposal on September 4 and 5 at the scheduled meetings of the standing commissions.
On February 28 of this year, at the very beginning of the parliament session, speaker Mr. Ara Babloyan reminded those present about the 30th anniversary of the pogroms of Armenians in Sumgait (on video, his address is from 10:30 https://www.youtube.com/watch?v=a7nTDKI_vOI&t=630s, a minute of silence is from 11:48).
However, Mr. Ara Babloyan in his speech on February 28 did not give the correct wording, saying that there was a “threat of genocide” in Sumgait. We draw attention to the fundamental importance of the correct qualification of the crimes of Azerbaijan, which was demonstrated by the clear majority of speakers at the preliminary Hearings on February 22. As a result, the erroneous text of the Statement of February 28 was adopted, since there are irrefutable facts that from 1918 to the end of the 20th century Azerbaijan at the state level carried out namely genocidal policy against the Armenian people and implemented many genocidal acts, including in September 1918 in Baku, in February 1920 in Shushi, in 1988 in Sumgait, in 1990 in Baku, and so on.
We inform you that on September 14-17 this year in three days sessions in Yerevan and Stepanakert, the first International scientific and practical conference on this topic will be held https://aga-tribunal.info/ru-sept-14-15-2018/ We call upon each parliamentary faction to delegate its representative to this conference, as well as to express publicly its position on the topic. In this year of the 100th anniversary the legal recognition of the fact of genocidal policy and genocidal acts on the part of Azerbaijan is a moral duty of the Parliament of the Republic of Armenia before Memory, Conscience and Truth.
With respect,
Vahan Babakhanyan
Coordinator of the “Yerevan Group on the legal recognition of the Armenian Genocide in Azerbaijan
