On November 2-3, 2021, an international online conference “The UN responsibility for the protection of the cultural heritage of ancient peoples from cultural genocide” was held in St. Petersburg, Russia https://aga-tribunal.info/en/conf-2-11-2021-en/
Three co-organizers were from the Republic of Artsakh, the Republic of Armenia and the Russian Federation: the Ministry of education, science, culture and sports of the Republic of Artsakh, public organization of sociological and political science initiatives “Khachmeruk” (“Crossroad”), Public Institute of political and social research of the Black Sea-Caspian Sea region named after V.B. Artsruni.
The conference was dedicated to the 70th anniversary of the entry into force in 1951 of the UN Convention on the prevention and punishment of the crime of genocide adopted in December 9, 1948. In September 2015, the UN General Assembly, on the initiative of Republic of Armenia, proclaimed December 9 as the International Day of Commemoration and Dignity of the Victims of the Crime of Genocide and of the Prevention of this Crime https://www.un.org/en/observances/genocide-prevention-day It was in Yerevan that three UN Global Forums against Genocide were held in 2015, 2016 and 2018. It was planned also in 2020, but in the fall, with the connivance and inappropriate condemnation of the UN itself and international organizations, a terrorist treacherous genocidal aggression against the Republic of Artsakh was carried out by Azerbaijan, Turkey, jihadist detachments with the support of Pakistan and Israel. Until now, the 4th Global Forum has not taken place. For a year after the temporary suspension of hostilities, the genocidal aggressor continuously continued the crimes of cultural genocide against Armenian heritage on the occupied territories. Again, the UN and international structures are silent or react inadequately. This state of affairs is not only in relation to the Republic of Artsakh, but also in a number of other regions of the world, especially against the cultural heritage of small ancient peoples.
24 experts from 9 cities of five countries (4 from St. Petersburg, 4 from Moscow, 1 from Simferopol, 4 from Armenia, 7 from Artsakh, 3 from the USA, 1 from Great Britain) took part in the conference on November 2-3. There was partial simultaneous translation for the English-speaking participants. The public organization “Khachmeruk” (Crossroad) regularly initiates such discussions. In the international conference “Genocidal behavior of Azerbaijan. From political and legal assessment to an international court” in the summer of 2020 in Artsakh city Shushi (now under the occupation of Azerbaijan), this organization urged the creation of an effective coordinating body (“Collection of conference reports”, “Edit Print” Publishing House, Yerevan, 2021, pp. 514-526 www.AGA-Tribunal.info/en/babakhanyan-15-7-2020-en). This did not happen, and on the 73rd day after that conference, in gross violation of Paragraph 4 of Article 2 of the UN Charter, another cycle of Azerbaijan’s crimes began, including the crimes of genocide and culturicide. Within just only three months since the beginning of the genocidal aggression, the patriarch of Russian diplomacy, the first co-chairman of the OSCE Minsk Group from Russia V.N. Kazimirov wrote ten times about a direct criminal violation of the UN Charter by Azerbaijan www.AGA-Tribunal.info/kazimirov-17-1-2021/ The strange attitude of the UN, the UN secretary general’s advisers and relevant services to prevent genocide continues. One of the participants in the November 2-3 conference revealed little-known information about the hidden policy of some forces in the UN www.AGA-Tribunal.info/en/a-manasyan-2-11-2021-en It is quite possible that very soon the public will be informed the names of “high rank international offices” who support the de facto fascist regime in Baku, who complicit, suppress numerous crimes against humanity, in fact, encouraging year after year the impunity of the brown policy of the century-old pan-Turkist genocidal machine and the impudent regime in Baku. The height of the cynicism of the latter and the double standards of the UN was on November 5 an insolent public anti-Armenian exhibition of the genocidal aggressor on an area of 200 sq. m. in front of the UN office in Bonn, Germany.
In these months, it is not the local issue of Artsakh, Syunik, Armenia or the Armenian people that is being resolved. A much larger category is at stake. Therefore, the theme of the conference continues with the expansion and consolidation of the efforts of experts who oppose radical pan-Turkism, politics and the crimes of genocide and culturicide.
